I suspect that if Turbine do decide to implement the scourging of the Shire, it will be limited to instancing. Perhaps as part of the Volume 6 Epic there will be a Chapter or two, or even a whole Book, devoted to helping to overthrow Starkey. At best I can imagine this taking place in a 'Wall of Moria' style instance containing just part of a reworked Shire.
